EM 13c: Database Target Reported as DOWN in EM Console though It Is Actually UP (Doc ID 2844803.1)

From EM Console, a target database is shown incorrectly as DOWN.

Executing the getmetric command from the agent fails with the following error:

$ emctl getmetric agent <DBName>,oracle_database,Response
