A Fleet Maintenance migrate_listener job fails to submit if the target database is already switched to new home
$emcli db_software_maintenance -performOperation -name=migratelistener -purpose=migrate_listener -workDir=/dbserver -target_type=oracle_database -target_list=<DB_Name> -normal_credential=ORACLE:SYSMAN -privilege_credential=ORACLE_SUDO:SYSMAN
