EM13c : Agent Trying To Connect DB Target Even After Deleting From EM Console

Symptoms
In Enterprise Manager (EM) Cloud Control, agent was trying to connect DB target after deleting from OEM
1. Target was deleted from EM console.
2. Verifying the target using command line confirms the target was already removed:
./emcli delete_target -name="<Target_Name>" -type="oracle_database"
Error: Target does not exist
Error: Target does not exist
But, the dbconnections command output shows there is still a connection happening to that database.
./emctl status agent dbconnections
