13.5: Applying RU on the Windows OMS Fails With Error: Prerequisite check "CheckActiveFilesAndExecutables" failed. (Doc ID 2853699.1)

Symptoms

While applying Patch on the 13.5 OMS installed on Windows, it fails with the error:

OMS_HOME/cfgtoollogs/omspatcher/<PATCH_NUM>/omspatcher_<timestamp>_deploy.log

[Mar 3, 2022 2:55:41 PM] Admin Server Port is occupied by another process. Please stop process to free port.

It was verified that the OMS was shutdown completely using "emctl stop oms -all -force" and admin server was started using "emctl start oms -admin_only". The issue occurred despite these steps being taken care of.
