In Oracle Enterprise (EM) 13.4 Cloud Control AD (Active Directory), a global user with the DBA role is configured to connect to target databases.
SQL Tuning Advisor on a SQL statement reports it has no recommendations when clicking on the "Show Results" radio button in the SQL Tuning Result Summary page:

Clicking on the radio button in the SQL Tuning Result Summary page shows it has no recommendations:

However, navigating to the path  Performance > Advisors Home > SQL Tunning Advisor task, it does show there are recommendations:
