13.5: Upgrading Additional OMS to 13.5 RU03/RU04 Fails While Starting the OMS (Doc ID 2858876.1)

Symptoms

While upgrading the OMS to 13.5 RU03/RU04, it fails during the OMS startup with the error:

Starting OMS ...
Executing the command: <OMS_HOME>/bin/emctl start oms

log4j:WARN No appenders could be found for logger (oracle.sysman.oms.StartOMS).
log4j:WARN Please initialize the log4j system properly.
