Symptoms

In Enterprise Manager (EM) Cloud Control, Fleet ROLLBACK_GI fails with the error Downgrade operations are not supported using Fleet Maintenance.

$ emcli db_software_maintenance -performOperation -name="Rollback DB" -purpose=ROLLBACK_DB -target_type=rac_database -target_list="<Target_List>" -normal_credential="ORACLE:SYSMAN" -privilege_credential="ROOT:SYSMAN"
