EM 13c: Clear Alerts With Message 'Agent State Has Been Cleared' Though Stateful Metric Alert is Still Open (Doc ID 2865945.1)

Clear Alert with a message "Agent state has been cleared" is added to open alerts / incidents.

Example:

In the following screenshot, we can see that Disk Group usage metric for an ASM Target has warning severity.

There is a clear severity sent with "Agent state has been cleared" and its generated when the user executed 'emctl clearstate agent' command from the agent monitoring this ASM Target.
