Symptoms

In Enterprise Manager (EM) Cloud Control,  when trying to submit fleet UPDATE_RACDB job it fails with below error:

$ emcli db_software_maintenance -performOperation -name=patch_19.14.0.220118 -purpose=UPDATE_RACDB -target_type=rac_database -target_list="<RAC DBNAME>" -normal_credential="ORACLE:SYSMAN" -privilege_credential="ORACLE_SUDO:SYSMAN" -start_schedule="start_time:2022/04/28 07:03" -rolling=true -dataguard_role=primary
