Symptoms

In Enterprise Manager (EM) Cloud Control, When attempting to patch database target using fleet maintenance it fails at "Initialize Deployment Procedure" step with below error:

$emcli db_software_maintenance -performOperation -name="Deploy Software" -purpose=DEPLOY_DB_SOFTWARE -target_type=oracle_database -target_list="<db_name>" -normal_credential="ORACLE:SYSMAN" -privilege_credential="PRIV_ORACLE:SYSMAN" -input_file="data:/home/oracle/deploy.txt"
