Ability to use SYSDG role for DB monitoring use was certified and supported on EM 13.5 RU6

Using DB account (common account 'c##<user>' with SYSDG role, test connection results in
"The connection test was successful. However, user "c##<user>" has insufficient monitoring privileges. See Credentials Required for Database Monitoring for more details"
