EM 13c: Emcli Db_software_maintenance -createSoftwareImage Job Scheduled But Never Executes (Doc ID 2886086.1)

Symptoms

Creating Software Image as follows, the job is scheduled, however, jov never executes

i.e.

$ emcli db_software_maintenance -createSoftwareImage -input_file="data:<PATH_TO_INPUT_FILE>"
Create Gold Image operation has been submitted successfully with the instance name : 'CreateGoldImageProfile_SYSMAN_<TIMESTAMP>' and execution_guid='<EXECUTION_GUID>'
You can track the status of operation using the following:
EMCLI:
emcli get_instance_status -exec=<EXECUTION_GUID>
Browser:
  https://:/em/faces/core-jobs-procedureExecutionTracking?executionGUID=<EXECUTION_GUID>

Verb createSoftwareImage completed successfully

$ emcli get_instance_status -exec=<EXECUTION_GUID>
<EXECUTION_GUID>, PROFILE, CreateGoldImageProfile_SYSMAN_<TIMESTAMP>, SCHEDULED
