Symptoms
While applying/analyzing a Release Update on the 13.5 OMS using Rapid Platform Update, it fails with the error:
$ORACLE_HOME/OMSPatcher/omspatcher deploy

The minimum Release Update (RU) check failed for applying this patch in RPU mode.
Recommended action: If you wish to apply this patch in RPU mode, ensure your OMS is patched with at least RU03
