Symptoms

In Cloud Control Enterprise Manager using Fleet, DEPLOY_GI_SOFTWARE is failing in Install/Clone Oracle Clusterware step with error "The 'clsecho' executable is unavailable at this point to print a translated message CLSRSC-180. Arguments to 'clsecho': cluutil -chkshare -oh".

$ emcli db_software_maintenance -performOperation -name="Deploy GI Home" -purpose=DEPLOY_GI_SOFTWARE -target_type=cluster -target_list="<Cluster_name>"
