EM 13c: Job System Section on Management Server Page shows error "Stuck system jobs indicate internal activities that are incomplete". When selecting the value mentioned, opens the Job Activity page and no Jobs found.

Symptoms
From EM Console, navigate to Setup -> Manage Cloud Control -> Management Servers, in the Job System section it shows:
Broken System Jobs (Last 7 Days): <VALUE> Stuck system jobs indicate internal activities that are incomplete
Example
- When you select the value (i.e. 5 from above screen shot) seen in 'Broken System Jobs (Last 7 Days)', it is a hyperlink which opens the Job Activity page and no broken Jobs listed
- If you run SQL below against EM Repository database as SYSMAN user, you clearly see the 5 broken jobs listed
