EM 13c: Run SQL Job On Database Target Fails With Error "Required Privilege: Run any sql on Database"

Symptoms
When logged into the EM Console as a Non-Super Administrator and navigating to Targets > Database > Performance > Run Host Command the following error is displayed:
Insufficient Privilege
User <Non-SuperAdmin_User> does not have sufficient privileges to perform the operation.
Operation: Access to Enterprise Manager management Page
Required Privilege: Run any sql on Database
Contact Enterprise Manager Administrator to get the privileges required to perform the operation.
