Symptoms

EM 13c(13.3)

Create software library directives as per https://docs.oracle.com/en/enterprise-manager/cloud-control/enterprise-manager-cloud-control/13.3.1/emadm/tasks-performed-using-software-library-home-page.html#GUID-0DBA14F3-A27A-43AB-8DB2-DCAD979532D9
Attach files has restriction to 2MB.

But using emcli it is restricted to 100KB.
