EM 13c: Scheduled IP Report Jobs Are Not Executing (Doc ID 2893128.1)

Symptoms

Informational Publisher (IP) backup report is scheduled on hourly basis, but its not executing and no report is sent over mail. But executing the same report on-demand/immediately works well and report is received over mail.
