DB Console: Jobs Failing With Error 'Ora-28239: No Key Provided' (Doc ID 2896314.1)

Symptoms

The jobs created/submitted from DB Console either immediate executable or scheduled jobs are failing with following errors.

Example 1:
Failed due to Unexpected error. No future executions will be scheduled. Details: ORA-28239: no key provided
ORA-06512: at "SYS.DBMS_CRYPTO_FFI", line 67
ORA-06512: at "SYS.DBMS_CRYPTO", line 44
ORA-06512: at "SYSMAN.DECRYPT", line 9

Example 2:
Step aborted because parameter values were too large:ORA-28239: no key provided
ORA-06512: at "SYS.DBMS_CRYPTO_FFI", line 67
ORA-06512: at "SYS.DBMS_CRYPTO", line 44
ORA-06512: at "SYSMAN.DECRYPT", line 9
ORA-06512: at "SYSMAN.MGMT_JOB_ENGINE", line 1354
