EM 13.4c: Applying Monitoring Templates Stuck in Pending Status

Symptoms
Applying monitoring templates on targets from Enterprise Manager Cloud Control 13c Console gets stuck in pending status forever. The issue is persistent on all the target types and all the templates and NOT related to any specific template or target type.
