EM 13.4: OMS Is Intermittently Going Down with "java.lang.OutOfMemoryError: Java heap space" (Doc ID 2911752.1)

Symptoms

EM 13.4 OMS is going down intermittently with error "java.lang.OutOfMemoryError: Java heap space" reporting in OMS logs:

$../gc_inst/em/EMGC_OMS1/sysman/log/emctl.msg file or

$../gc_inst/em/EMGC_OMS1/sysman/log/emoms.trc file.

Collected the heap dump using: jmap -heap <oms pid> > jmap.out

Analysis from the heap dump shows:

concurrent mark-sweep generation:
capacity = 12535988224 (11955.25MB)
used = 12535987872 (11955.24966430664MB)
free = 352 (3.35693359375E-4MB)
99.99999719208415% used

CMS(Concurr-Mark-Sweep) gen is taking up 11+GB out of the 12GB max heap that is set for OMS.
