EM 13c :Silent Upgrade to Enterprise Manager 13.5 Cloud Control Fails with Errors: OLD_BASE_DIR you have specified for upgrade might not exist (Doc ID 2913564.1)

Symptoms

When attempting to upgrade OMS from 13.4 to 13.5 with Software only with Plugins is failing with the below error

./em13500_linux64.bin -silent -responseFile <path>/softwareOnlyWithPlugins_upgrade.rsp

Launcher log file is <tmp path>/OraInstall2022-12-02_07-57-01AM/launcher2022-12-02_07-57-01AM.log.
