EM 13c: All Pages Under Performance Hub Are Blank Even After Installing Required ASH Analytics Package

Symptoms
The ASH Analytics package is installed using below steps.
- Login to OEM as SYSMAN user.
- Navigate to 'Enterprise > Jobs > Activity'.
- Click the 'Create Job' and select 'Deploy Database Management PL/SQL Packages' job.
- Add problematic database to the job and run it.
Note: In case RAC, add all instances in the above job. Also execute the job for cluster database.
The job executes successfully. But the job activity log shows below error.
Error while executing the script : oracle.sysman.assistants.common.dbutil.SQLFatalErrorException: Error creating PL/SQL Object OMC_ASH_VIEWER : PACKAGE BODY - PLS-00201: identifier 'SYS.DBMS_SQL' must be declared
