13c Enterprise Manager Cloud Control not sending notifications if rule condition is selected "If event has been open for <x> minutes"

Enterprise Manager Cloud Control processes events and sends notifications set to 'Always execute the actions' but fails when 'Only execute the action if specified conditions match' and 'Event has been open for a specified duration'.

verifyEVENTS findings can also show that  there were many Old Events Queue not processed
