EM 13c : PDB ASH Analytics Page Loads Slow While Many Concurrent Users Access The Page

Symptoms
In Enterprises Manager 13.5, ASH Analytics page of Pluggable Database target loads/refresh slow or hung when many concurrent users try to access the same page and have auto refresh on.
From the HAR file we could see call to below url took more than a minute while visiting ASH page.
<OEM URL>/em/console/database/instance/orarep/ash/viewer/perf/sqltext?p_sql_ids=33ssv7z601qhh%2Ccr62jbjhjjtuk&type=rac_database&target=<Target DB name>
In the Target DB below SQL was taking long time
