Symptoms

 In Enterprise Manager (EM) Cloud Control while performing Upgrade from 13.2 to 13.4, the ConfigureGC.sh fails at Plug-ins Configuration Step with: "Feature archive's feature set Apache Tomcat 13.2.1.0.0 is already installed. Error -- ALREADY_INSTALLED"
