Navigation Path:
EM console UI > Setup > Security > Roles > Select a Role from list that has more than 20 groups assigned to the Role > Expand 'Target Privileges' > Expand 'Target Instance Privileges'

The 'selected instances' window limits at 20 groups assigned to role

NOTE:
- When editing/creating Role, the UI allows more than 20 'selected instances' (groups)  to be assigned without error.
When later viewing Role, 'selected instances' window shows only 20 groups assigned)

- Behaviour seen when EM 13.5 R11 patch is applied and new JET page is activated.
