EM 13c: Pluggable Database Popup Window Showing Duplicate Pending Status Under 'Cluster DB Instance Status' Column (Doc ID 2925037.1)

Symptoms

Within EM console UI > CDB cluster DB target Homepage, the Pluggable Database section shows all targets UP (green)
When you click on Pluggable Database link, it opens popup window with 5 columns where 'cluster DB instance status' column shows extra target pending status.

Viewing all targets (cluster, cluster DB CDB, PDB) all show UP status green in EM console UI.
Only Pluggable Database link popup window shows discrepancy.
