EM13c : Compliance Associations Removed Post RU Patching (Doc ID 2929772.1)

Symptoms

In Enterprise Manager (EM) Cloud Control, After applying the RU12 Patch the target associations were getting removed.

If there is a transaction merged into that specific RU which upgrades the Standard versions especially for the agent side standards like CIS / STIG, the compliance associations are removed.
