EM13.5: Console Is Not Accessible After New Installation (Doc ID 2932256.1)

Symptoms

EM 13.5

After new installation of 13.5, EM console is not opening. 

Status is intermittently showing Webtier down.

[oracle@hostname ~]$ emctl status oms
Oracle Enterprise Manager Cloud Control 13c Release 5
Copyright (c) 1996, 2021 Oracle Corporation. All rights reserved.
WebTier is up
Oracle Management Server is Up
JVMD Engine is Up
