OEM 13c IP Reports failing with error "Error rendering element,Exception:ORA-28000: The account is locked " (Doc ID 2934072.1)

Symptoms

In OEM 13c  Information publisher reports  for one of the target database was failing with error: Error rendering element,Exception:ORA-28000: The account is locked 

The following errors are shown in the emoms.trc file repeatedly:

 

Changes

 Customer have recently changed "dbsnmp" password on the target database for which the run IP report. New report is giving error of "invalid username/password".
