View “sysman.mgmt$ccc_all_observations” In OEM 13 Release 4 Has No Data (Doc ID 2936097.1)

Goal

view “sysman.mgmt$ccc_all_observations” in Oracle Enterprise Manager  13 release 4 has no data

 on Oracle Enterprise Manger (OEM) version 12 SIEM integration on  OEM 12c , could  access view “sysman.mgmt$ccc_all_observations”. Why is there  no data in view “sysman.mgmt$ccc_all_observations” in OEM 13 release 4? SIEM vendor wants to know which views in OEM 13c should be used to get similar data as “sysman.mgmt$ccc_all_observations” in OEM 12c.
