EM 13.5c: Unable To Change Owner Of ASM Targets Via OEM Console (Doc ID 2940159.1)

In Enterprise Manager Cloud Control console, trying to change owner of any ASM targets results in 'Unexpected Error Occurred: Please contact oracle support'. Changing owner of other targets works fine without any issue.
