EM 13.5c: Error Executing DBSAT Compliance on Target Database - EM_DBSAT_COMPLIANCE_ERROR : Unable To Find DBSAT

Symptoms
In Enterprise Manager cloud control, Oracle Database Security Assessment Tool (DBSAT) compliance rule is associated to the target database using below navigation.
- Navigate to Enterprise > Compliance > Library
- Click on Compliance Standards tab > Search > Search for DBSAT
- Select/Highlight 'Oracle Database Security Assessment Tool' > Associate Targets > Select the required DB target
Then run the DBSAT compliance using below navigation.
- Open the associated database target in OEM
- Navigate to Oracle Database > Configuration > Latest > Refresh
- Run DBSAT
But the DBSAT run results in error "EM_DBSAT_COMPLIANCE_ERROR : Unable to find DBSAT".
