EM 13c: Alert of Automated Maintenance Task Job raised by "Failed Job Count" (Doc ID 2949513.1)

Currently, the metric "Failed Job Count" on PDB level can detect the failure count of
Automated Maintenance Task Job such like "ORA$AT_OS_OPT_SY_<Number>", "ORA$AT_SA_SPC_SY_<Number>"
if there's a "STATUS=FAILED" record in "CDB_SCHEDULER_JOB_RUN_DETAILS".

Although the job was succeed next run time, metric "Failed Job Count" still raises alert.
