From EM 13c Console, the following error is seen on the standby database target home page:

Regions that display real-time data will not be displayed. Exception while loading RAC Database Home Page: ORA-04088: error during execution of trigger '<VALUE>' ORA-00604: error occurred at recursive SQL level 1 ORA-16000: database or pluggable database open for read-only access ORA-06512: at line 4 The Connect Descriptor was (DESCRIPTION = (ADDRESS_LIST = (ADDRESS = (PROTOCOL = TCP)(HOST = <HostName>)(PORT = 1521))(ADDRESS = (PROTOCOL = TCP)(HOST = <HostName>)(PORT = 1521)))(CONNECT_DATA = (SERVICE_NAME = <ServiceName>)))

Test connection from Oracle Database > Target Setup > Monitoring Configuration also fails with the same error.
