Symptoms

Newly Discovered RAC Database Targets show "Availability Evaluation Error" in the EM Console.

When we click into any one of the DB instances, the following error is also reported: "Failed to connect to the target database. Regions that pull real-time data from the database will not be displayed".

Reloading the dynamic properties is failing with this error.
