EM 13c : Silent Agent Deploy Fails with: com.oracle.cie.nextgen.common.inputs.impl.InputHandlerException: Invalid response file (Doc ID 2963848.1)

Symptoms

In Enterprise Manager (EM) Cloud Control 13c, while trying to deploy an EM Agent using Silent Method, the installer fails with the below:

Launcher log file is <TEMP_LOCATION>/OraInstal<TIMESTAMP>/launcher<TIMESTAMP>.log.
Checking swap space: must be greater than 512 MB. Actual 16384 MB Passed
Checking if this platform requires a 64-bit JVM. Actual 64 Passed (64-bit not required)
Checking temp space: must be greater than 300 MB. Actual 451402 MB Passed
Preparing to launch the Oracle Universal Installer from <TEMP_LOCATION>/OraInstal<TIMESTAMP>
Exception in thread "main" java.lang.IllegalStateException: com.oracle.cie.nextgen.common.inputs.impl.InputHandlerException:
