Symptoms
In Enterprise Manager (EM) Cloud Control, while performing Fleet rollback DB failed on step "stop database instance" with below error.
$ emcli db_software_maintenance -performOperation -name="Rollback RAC DB" -purpose=ROLLBACK_RACDB -target_type=rac_database -target_list="<racdb name>" -normal_credential="ORACLE:SYSMAN" -privilege_credential="ORACLE_SUDO:SYSMAN"
