EM 13.5c: 'ADF_FACES-60097:Server Exception' Error On The Incident Manager Page While Trying To Open An Incident (Doc ID 2970410.1)

Symptoms

In Enterprise Manager Cloud Control, navigate to Enterprise > Monitoring > Incident Manager. On the Incident Manager page, trying to open any incident by clicking on it, results in error "ADF_FACES-60097:For more information, please see the server's error log for an entry beginning with: ADF_FACES-60096:Server Exception during PPR, #27".
