EM 13c: Siebel Application Services Not Discoverable And Fails With "Discovery Failed" Post Siebel Oracle Enterprise Manager (OEM) Cloud Control Integration (Doc ID 2973158.1)

Symptoms

When attempting to create a Siebel application services in Oracle Enterprise Manager Cloud (EMCC), the discovery of the services (web server host) for enterprise fails and the following error is shown on the application UI.

Discovering Services - Failed
Siebel plugin has not been deployed on host: hostname

Extended OEM agent trace log shows below errors:

The issue can be reproduced using below steps:

1. Login to Enterprise Manager Cloud Control (EMCC) and go to Targets >> Siebel and click on Services.

 

2. Go to Services tab and click on Add to create the Siebel application service

3. Select the enterprise name and then provide the test username/password for the database and select the web server hostname. Once all information is entered, click on Add button so that the service is discovered for the enterprise.
