Symptoms

After applying 13.5 RU16 to OEM,  unable to edit administrators or roles

OEM > Setup > Security > Administrators
Highlight user > Edit button

OEM > Setup > Security > Administrators > Create User

No fields appear - unable to edit

or

OEM > Setup > Security > Roles
Highlight role > Edit button

OEM > Setup > Security > Roles  > Create Role

No fields appear - unable to edit
