Symptoms
From target database homepage -> Performance -> Select Workload Analysis -> under one-time analysis -> select Create Analysis Task
On the create one-time analysis task page, select existing SQL tuning sets for both "Reference Workload" and "Compared Workload", Click on Submit > Errors out as following
