Symptoms
With reference to Critical Patch Update (CPU) Program Oct 2023 Patch Availability Document (EM-only) (<Doc ID 2966414.1>) , goal is to apply WLS PSU Patch 35557681 (12.2.1.4.230702).

OPatch 13.9.4.2.14 is a minimum requirement before applying the WLS Patch Set Update in order to avoid the issue in Note 2962593.1. If Patch 35631797 or Patch 23335292 had been applied on OPatch 13.9.4.2.13, then rollback that patch before upgrading OPatch to 13.9.4.2.14

However referring to July 2023 CPU: Oracle WebLogic Server 12.2.1.4 and 14.1.1 PSU/SPB Fail to Apply with "GDR-70005: Failed to apply inventory patching to home." (<Doc ID 2962593.1>) , Patch 23335292 is not available for download.
