EM13c : Agent Upload Fails Post Performing Switchover Operation - OMS response is missing

Symptoms
In Enterprise Manager (EM) Cloud Control, perfomred the Switchover Operation and trying to validate the agent uploads.
The upload fails with following error,
emctl upload agent

EMD upload error:full upload has failed: uploadXMLFiles skipped :: OMS version not checked yet. If this issue persists check trace files for ping to OMS related errors. (OMS_DOWN)
