EM 13c: Locate duplicate targets after OMS Migration (Doc ID 2988894.1)

Symptoms

Change OMS host name by following Doc ID 2602135.1 ,
on "12. Locate duplicate targets", user has to check duplicate targets,
but sometimes there is no Duplicate Targets link displayed.
