In EM 13.4 RU14
When submitting a job of type 'Change the Password for the Database Monitoring User' it fails for DB targets with below error at Blackout start step :
Exception is: java.lang.Exception: java.sql.SQLIntegrityConstraintViolationException: ORA-00001: unique constraint (SYSMAN.EM_BLACKOUT_TARGETS_PK) violated
