EM 13c:Agent installation on Windows is failing with Error "Inventory Location is not passed by the user or does not exist by default" (Doc ID 2994619.1)

Agent installation is failing using the below command on Windows
C:\<agent_software>\agentDeploy.bat AGENT_BASE_DIR=D:\Agnet_BaseDirectory\135 OMS_HOST=<OMS_HOST> EM_UPLOAD_PORT=<Upload_port> AGENT_REGISTRATION_PASSWORD=<password>

"<stage_dir>\oem_agent_135\setup_agent_win64.exe -prereqChecker -entryPoint "" -silent -nowait -noconsole -ignoreSysPrereqs -detailedExitCodes -responseFile <agent_home>\agent\agentInstall.rsp -J-DORACLE_HOSTNAME="<hostname>"\<agnet_home>\cfgtoollogs\prerelogs"
"ERROR: Agent Prereqs failed."


NFO: Setting the system property ORACLE_HOSTNAME to:
