Symptoms
Large EM setup with Multi Node OMS and EM repository configured with RAC set.
Below symptoms observed :
+ Frequently OMS console access slowness observed like Intermittent EM console login slowness OR EM console Logout frequently.
+ During this time "Management Services and Repository" Page showing "Backoff Requests" high
+ EM repository Database alert log showing frequently Dead Locks

ORA-00609: could not attach to incoming connection
ORA-12170: TNS:Connect timeout occurred
