Deleting an OEM User fails with "ORA-20214: -20214 error while executing user model callback emct_util.handle_user_drop"

From OEM Console:

Error: User "User1. ORA-20214: -20214 error while executing user model callback emct_util.handle_user_drop ORA-06576: not a valid function or procedure name" does not exist

Using EMCLI.

$ emcli delete_user -name=User1 -force
Error: User "User1. ORA-20214: -20214 error while executing user model callback emct_util.handle_user_drop ORA-06576: not a valid function or procedure name" does not exist
